What are Digital Commons?
Digital commons are non-rival and non-exclusive resources — such as data, programming code, open standards and other forms of knowledge — that are made available for shared use and governed collaboratively. Rather than being controlled by a single authority, digital commons can involve multiple decision-making centres, requiring effective coordination, information exchange and technological innovation. From a governance perspective, communities and participation therefore become important pillars of the long-term efficiency and sustainability of shared digital resources.
According to the Open Definition, an open work should respect open licensing terms or public-domain status, be available as a whole and without charge, be machine-readable so that its elements can be accessed and modified, and impose no restrictions on the use of an open format that prevent it from being fully processed with at least one free and open-source software tool.
Digital commons promote the freedom to distribute, study, reuse and modify the creative and technical works of others. They are closely connected to the philosophy of Free and Open Source Software (FOSS), as well as to digital rights such as online privacy and freedom of expression. Within this context, freely produced and reused content can also be understood as a form of digital labour: people may create, improve, translate, document, test or simply use shared resources, while contributing to the value of the wider community.
Digital commons can support diverse economic models. These may include dual licensing, where software or other resources are freely distributed under certain conditions while commercial use is payable; paid consulting and development services; or proprietary components that help generate revenue to maintain and sustain the creation of new FOSS and other open resources. Openness and economic sustainability are therefore not necessarily contradictory.
From the perspective of value creation, digital commons become more useful as they are shared, reused and improved. A FOSS project, for example, does not require every user to become a code contributor. Users may report issues, suggest improvements, provide translations, document their experiences or help other members of the community. Through this continuous process of use and reuse, information becomes a resource that can be enriched rather than merely exchanged as a commodity.
Digital commons therefore support networks of prosumers: people who are simultaneously users and potential producers of knowledge, software and other digital resources. The usefulness of such resources can increase with participation, while their long-term viability depends upon communities, global interconnections, reliability and interoperability. A copied piece of software does not automatically reproduce the community, knowledge, trust and accumulated collaboration surrounding the original project; those elements require time to develop.
Human knowledge is decentralised. Different people and communities possess different knowledge, experience and perspectives, even when information is collected within a central structure. Digital commons provide a way of connecting these distributed sources of knowledge and creating new forms of shared knowledge. Artificial intelligence can contribute to this process when used as a tool for integrating and working with widely available intellectual resources, while the traditional distinction between producers and consumers of knowledge becomes progressively less rigid.
OSTARA.WORK approaches technology within this broader understanding of the Digital Commons: as a means of creating, sharing and sustaining useful knowledge, software and technological resources while supporting privacy, digital rights, interoperability and the long-term freedom to use and build upon them.
